I've been asked to eliminate "Cygnus Support" from the Start Menu.  So,
I've changed the name to just plain-old "Cygwin".

I haven't rebuilt a version of setup.exe with this change since I thought
it would confuse people if I made the old version available.

I'd like to resolve the remaining issue wrt setup.exe and get it released
ASAP, though.
