Probably because Debian has them in base. Chris chose to model the categories on Debian originally -- but we seem to be migrating away from that somewhat and using "best judgement" for recent package submissions. I have no opinion on whether they should be 'moved' -- I use an almost-full installation anyway... :-) --Chuck
