I tried the setup-20020225.exe and also updated my sources from cvs HEAD and 
this problem appears to be fixed.  I installed one and only one file  as a 
reinstall and it appeared to work just like it should.

It also appears (and I haven't looked real close yet) that you have improved 
what packages show and do not show depending on what installation/download 
method I chose.
