If you are from Russia, highly likely that your ISP is filtering files from outside the country. Why an ISP may be of that interest, I am sorry I don't know. As an alternative, you might want to use a VPS in a different country, eg. from Europe, download the setup-x86_64.exe in that VPS, then later transfer to your laptop, or use a VPN to connect to a remote location outside your country.
