To participate in this discussion I just sent an email to cygwin AT cygwin DOT com, I use the browser MS Edge Version 109+ 32 bit. "What ISP or org and system are you connected to and/or logged in on for these operations?" It is just an ordinary public ISP for citizens. I am not opening its name because of I think it is not important for my problem. "What are the symptoms and text of any message outputs that leads you to believe the operation/s does/do not work?" The file does start a download process in the browser but when the download is about 50 - 100 kb of the whole date it stops and then nothing matters. Other types of browser, Firefox for example, return the same situation. I cannot do anything more. "I just downloaded and executed Cygwin Setup a few different ways with no problem, and all the files have the same hash and contents as that used for my last local upgrade of all Cygwin packages."
