Looks like MS Surface with Qualcomm Snapdragon processors should be available discounted on Meta Facebook Marketplace if you care to do such things, or you can buy them new from Surface vendors, laptop or tablet, with tiny screens. There appear to be complaints about MS lack of support for native ARM64 development tools and drivers, and no desktop support, mobile chips only. -- Take care.
