No idea how things changed, but you can check and/or set MinTTY's 
behavior on the fly.  Right-click on the title bar of a Cygwin Terminal 
window and select Options...  In the Options dialog select Keys.  See if 
what's shown there matches your needs.  If not, check or uncheck at will 
and select Save to remember your updates.
