This is all too common. So there are different levels of (in)competence out there. Not surprising. It's also not too surprising that a degree does not *guarantee* competence. There is probably some correlation or even causation between degrees and competence, but certainly it is not absolute. Even experience is no guarantee. Your point is ... ?
