That's the Xwin default app task placeholder icon - look at 
...\cygwin...\bin\XWin.exe in File Explorer, or right click icon, right click 
Xwin (#), pick Properties, click Change icon.

Could it be MS Windows does not allow unsigned apps to draw taskbar icons?
