This is why I asked, would it make sense to just not release new non emergency versions of Cygwin with EOL packages, until that can be remedied. Cygwin "releases" are just releases of the compatibility library, similar to the kernel in a Linux distribution. Cygwin doesn't have the equivalent of Debian releases, where all packages are tested for compatibility and released as a unit.
