To reproduce, do (probably a non-cygwin 7za may be needed)
     7za x long-cyr.zip
     ls -lR t
#        (ZIP FILE attached with a 0-length file in a subdirectory t)

I get a message like

I do not include cygcheck output (it takes too much time to censor the
output; the output pre-update-to-v0.875 is on
     https://cygwin.com/pipermail/cygwin/2022-November/252481.html
).  Let me know if it is really needed in this case.
