This is a known bug (not Cygwin specific). The ghostscript maintainers are planning to release 9.25 soon to fix it and some other bugs that were introduced in 9.24. There's already a release candidate available. I'll go ahead and make a Cygwin test release based on the release candidate as soon as I can.
