Not sure if it is appropriate for Cygwin build. I once tried to make this work with the emacs-w32 build, and I failed. I wasn't motivated to put a lot of time into it since gfilenotify is available. But if it's important to you and you're able to do make it work, I'd be glad to switch to w32notify.
