It's now only available as example in /usr/share/doc/tcsh. Existing installations will not be affected by this change, but new installations will not have completions by default, same as on Fedora. If you want completions, copy /usr/share/doc/tcsh/complete.tcsh to /etc/profile.d, or use it as template to create your own completions in your own .cshrc file.
