This is due to a bug in setup.  See 
https://cygwin.com/ml/cygwin/2015-09/msg00209.html for a workaround 
until a new setup is released.  Alternatively, see 
https://cygwin.com/ml/cygwin/2015-09/msg00230.html for a link to my own 
build of setup with the bug fixed.
