Hi William,
something went wrong in your last update.
I suspect you are NOT closing all programs before update.

Use Task Manager to verify that all programs are closed before next 
reinstallation.

Look if you have any "*new" file in /usr/bin
and identify the relative package.

Reinstall at least the cygwin package.
