I checked processes - it's man.exe which waits. Was this the first time you launched "man" (e.g. after a fresh install)? If yes, was the next invocation of "man" also slow? If you have Process Explorer (Microsoft TechNet), try running it while issuing "man ls". You may be able to see which program is taking so long to complete (man may start other programs).
