This is actually an upstream bug, which was fixed almost a year ago: http://svn.savannah.gnu.org/viewvc/trunk/info/infomap.c?root=texinfo&r1=5338&r2=5387 The fix is trivial and was incorporated into the Ubuntu package. Unfortunately, Cygwin's Texinfo package currently lacks a maintainer.
