Cygwin's distribution is allot like many Linux distributions - its a collection of packages that are updated on disconnected schedules. Multitail is a package of its own with its own versions, as you know. Cygwin has its own maintainers for packages that are responsible for updating packages. So your request is actually best directed at the Cygwin maintainer for multitail.
