This issue seems to only happen when the user account is set to Administrator. After testing with the account set to a "Standard User" the issue went away. To reproduce, go to Control Panel>User Accounts>Change your account type>Administrator and then restart the machine. It seems very backward that an Administrator account would have "Access Denied", and a standard account would work just fine.
