Add cygwin1.dll to the list of known system libraries.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths
May help.
But this doesn't change the fact that the server SHOULD NOT unconditionally
change the CWD to the ROOT of a file system.
