Under Windows 7, it works for me too. I have another machine with Cygwin,  emacs-24.2.1 and Windows 7, and there is no problem talking to Google there. The new installation on Windows 8 runs emacs-24.3.1. Perhaps Windows 8 blocks connections to 587 on other machines?
