More specific details: "Cygwin Setup - Download Incomplete. Try again?" Cygwin Setup says 320%. I click on "YES" and am brought to the "Choose Download Site(s)" window. I click Next (to get to Select Packages), then click Next again. This time Window header started at 0%.
