Each time it went back to the "select FTP/HTTP" download host screen. I just noticed that the window heading now says, "221% - Cygwin Setup" (and increasing). I'm guessing that some counter is not being reset when this condition occurs. I.e. if my previous download had obtained 75% before it failed, and the next one obtained 75% before it failed, the new one would start with 150% downloaded and grow from there. The line showing incremental download progress, in the form: 44 % (71000K/158994K) 288.1 kB/s seems to have correct %.
