From where? Nowhere. I decided it would be a good idea all by myself. As I saw it, I released some test builds, they caused a new problem, so I thought it would be a good idea to see if SQLite's own test suite[*] gave the same results on both .13 and .15.1. If so, then there is no regression on Cygwin from that perspective, so that adds a reason not to consider the BDB failures with Cygwin Subversion a problem.
