The same happens with links:

links https://www.geocaching.com

It starts ssl-negotiation, and timeouts later. I also see this with other  
urls, while other https-urls work fine. I guess there are some  
certificates missing or similar, I'm no expert for ssl.

But it seems it's not only perl-related.
