Questions about X Window on Cygwin belong on the cygwin-xfree list. But the short answer is that 'xset' dynamically (re-)configures the X server. For this, the server has to be running already. Please refer to the Cygwin/X FAQ for how to start the server, but it may be as simple as running 'startxwin' assuming you've got the necessaries installed already. Then set the DISPLAY environment variable to the network address of the server you started. Kindly follow up on the other list :).
