I have it all ready to go, but I'm waiting for cygwin-1.7.16 before I release it, because of the problem reported here: http://cygwin.com/ml/cygwin/2012-05/msg00424.html The problem is fixed in Cygwin snapshots, but I don't want to release emacs-24.1 and tell people they have to use a Cygwin snapshot to avoid crashes.
