The Cygwin README for rsync says:

2) to install service: ("cygrunsrv --help" for help)
    cygrunsrv -I "rsyncd" -p /usr/bin/rsync -a '--daemon --no-detach'

This command seems to run OK with no messages, but then ps does not show 
rsyncd or rsync.
