Correct.  As documented in the corresponding manpage (`man n registry'), 
"[t]his  command  is  only  supported  on the Windows platform", which 
(wrt Tcl/Tk) Cygwin is no longer:

$ echo 'puts $::tcl_platform(platform)' | tclsh
unix
