Used setup to install Cygwin package 1.7.10. Problem still exists. 2. Since setup did not offer me the ability to go back to 1.7.9, I found my old archive for that version and extracted the bin files to manually go back to that version. Problem fixed! So it must be a bug introduced in Cygwin 1.7.10 and not yet fixed in 1.7.11.
