If you update an old Cygwin installation and have re-created the format files for teTeX in the past, they don't get uninstalled when the new texlive is installed and must be manually removed. The texlive versions are very unhappy when kpathsea finds a format file from teTeX for them... If you do that after you've already installed texlive, run the of the postinstall scripts again (or just the relevant sections) — this is a lot faster than re-installing.
