REMOVAL

Package cloc has been removed. At this time Cygwin does not bundle the
additional Perl modules needed for this utility via setup.exe.

The needed non-core Perl modules are available sepaately from CPAN with
command:

   cpan Regexp::Common Algorithm::Diff
