I'm trying to compile a graphics library (NGL, 
http://nccastaff.bournemouth.ac.uk/jmacey/GraphicsLib/index.html), with 
OpenGL dependencies. in the Cygwin environment but I'm getting the error 
message,

‘glDeleteVertexArrays’ was not declared in this scope

What might the reason for this error?
