I can't find it in setup.exe, but when I search the internet I find Cygwin packages at http://fd0.x0.to/cygwin/release/libunistring/ Could libunistring be added? Since Cygwin supports Unicode now, I think it's logical that this should be a standard development package in Cygwin.
