Windows stores the environment variables in the registry, under `HKEY_CURRENT_USER\Environment' and `HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Environment'. You can access these through /proc/registry in cygwin.
