Not that these are likely, but as long as you asked .... Streams? Mount points? For example, create c:\cygwin\etc and c:\cygwin\usr\etc. Place passwd files in both. Then mount c:\cygwin\usr\etc on /etc. (Note: I haven't tested this to see if it actually works.) Windows does something vaguely like mount points. One's desktop contains files from both C:\Documents and Settings\All Users\Desktop and C:\Documents and Settings\username\Desktop.
