In my experience, under Windows 7 and where I give myself admin privileges all the time and turn off the annoying popups, if I create files/directories from any Windows tool the owner will be Administrators, even if I am logged in as Eliot. That may not be what happened in your case, but perhaps it's relevant to know generally ...
