I can't reproduce this behaviour. If that happened constantly, nobody would be able to start sshd or even stuff like mintty. What about your systems? Is it possible that some policies are the culprit? Btw., you omited the cygcheck output for your system per http://cygwin.com/problems.html. It might be helpful, especially on what system you're running.
