It seems that these connection problems are not Cygwin-specific. There's a thread on the openssh devloper mailing list which discusses this very problem on various non-Cygwin systems. So, for the time being, we provide 5.6p1-2 until the problem has been resolved upstream. If you want to revert to 5.6p1-2 using setup.exe, just cycle through the versions of the openssh package and you'll find 5.6p1-2 in the list. If you still see 5.7p1-1 instead, the mirror you're using is not in the lates state.
