I continued on after I posted and hit the site with the traditional 'update cygwin' hammer and while cpan HTML::Strip still failed, I was able to move to .cpan/build/HTML-Strip... and finish the install by hand. I believe the remains of the previous failed attempts left behind enough cruft to block the usual methodology.
