I've eventually resolved it, but I think i'll share it anyway. Got rather strange crashes today, while trying to install python... tried everything I could think about, FS rights, disk check... no dice. Already installed packages upgraded fine, python/libsqlite/libffi - crash on downloading. I still think it was issue with setup.exe, but I got around it by deleting installer cache.
