We have similar problems in the Python world (where we use roundup). Though a small team has recently started to address the question of stalled issues, there just isn't enough effort to get to everything that comes in and still keep the language moving forward. I'd like to take this opportunity to say how much I personally appreciate the availability of Cygwin - I use it daily, and it makes the computing experience on Windows far more bearable and productive than it otherwise would be.
