The only place I see it consistently is when the java-gnome build calls gettext's tools (xgettext and msgfmt) when building the documentation examples. I doubt that helps you much, and I have been unable to get a STC unsimplified enough to not work. (If that makes any sense.) Running under gdb did not show a crash in python, but I was able to capture an strace of a failure. Let me know if that will be helpful.
