Looks like a bug to me, and the finger of blame points at /etc/postinstall/{00,}bash.sh: DEVDIR=3D"$(cygpath -au "C:/$(cygpath -am /dev/)" | sed 's|/c/\(.\):/|/\1/|= ')" mkdir -p "$DEVDIR" || result=3D1 I haven't stared at the sed magic long enough to work out exactly what it does or why, but it looks suspiciously like it assumes that Cygwin is installed on the C drive.
