My corporate firewall decided a few months ago that setup.exe is "suspicious" and has blocked all my attempts to download it. (This is obviously a mistake, since (a) setup.exe is not a "virus", and (b) cygwin itself is already on the "approved product list" according to my IT corporate masters). However, rather than trouble their slumber, and since I already had cygwin installed -- I just downloaded the source code instead via CVS and built my own version. Not really a solution for most people -- and dl/ing at home and just using sneaker-net/thumb-drive would work fine, too.
