Sorry, but right now it isn't possible to use setup.exe to do this.
It's a hard error at the beginning of the program if you try to access a
1.7.x version of Cygwin on an ancient version of Windows.

In theory, you could probably just manually download the Cygwin
setup.ini and release directory from a mirror site but I don't know
what gotchas there are there.
