No, it should not.

Better yet, it should apply this patch:

-WINETC=3D"$WINHOME\\system32\\drivers\\etc"
+WINETC=3D"$WINHOME/system32/drivers/etc"

and likewise use / instead of \\ for WFILE.

This (and all of your other reports today) is a bug report that belongs on
the main cygwin list, not the -apps list, so since you already sent it to
the right list, does it even matter?
