What I try is this: I install cygwin from the internet based setup and then run the setup.exe again, this time going from the local directory in which the tar.bz2 is located. I can then see the version I need to install in the selection window for the packages, but the bin/source fields are set to n/a. I select the package, set the cygwin install to Exp and click "next", but I then get the note that nothing was installed and when I enter "openssl version" in the shell I get no results either. I tried installing cygwin with the default OpenSSL package and then use the above mentioned procedure to install the 0.9.8b version but all this does is uninstalling the default version.
