Jerry how are you downloading your items from the Cygwin pages? If you are simply grabbing the actual setup program from the site, try clicking your refresh button on your browser. Back when cable delivered Internet access was rather new, at least in Florida, one of my cousins kept seeing older pages. I instructed him to do that, it flushed both the cache on the browser, and the one maintained by the company. Verizon may have fallen into that fallacy.
